Allowing multiple elements to have a "State" on hover not only Buttons

Currently Buttons and some text have a “Hover option” but this doesnt apply for other elements.

When trying to make a card that changes colour when you hover over it i found that doesn’t exist. Especially for such a basic feature.

Groups should have hover states, individual items should have hover states.

Basically anything you have scroll the mouse over should have a hover state because the mouse is hovering over it.

Looking forward to seeing this implemented.
